Hangzhou is generally a safe city with little violent crime. However, property crimes are more common, mainly in the form of residential burglary, telecommunications fraud, and theft of bicycles/electric scooters. Districts like Shangcheng, Xiacheng, West Lake, and parts near the city center in Gongshu are relatively safe. Qianjiang New City in Jianggan District (Hangzhou's CBD) is also considered safe. But the eastern part from Pengbu western Xiasha is known for lower-cost labor and experiences more property crimes. The university city in the northeast of Xiasha is relatively safe but still faces some scams targeting students. The northern part of Gongshu is not very safe, with occasional incidents of homelessness and break-ins in makeshift housing.
