I don't read it that way, for me it's clear it means the safety walking in daylight is high whilst the safety walking at night is low. It's a different way of reading the data like crime statistics above, but I would have to admit that I was also confused at first glance.

the safety concerns are made out to be that walking during the day is high risk and walking at night is low risk; surely it should be the other way round?
