I don't know why the rates are showing Mar del Plata as if it were awful. Maybe it was answered by people who don't fully understand english? The level of safety isn't low at all. As in any place of the world, there are places where you can go without worrying at all and places where you can't go without fearing to be assaulted.
There aren't drug addicts or violent people around as something usual. There are some homeless people, but not many. And none of them violent or even a nuisance really.
