Spech stop lying. Nobody is going to purchase your overpriced dilapidated apartment on the edge of town. This is pathetic and you know it, stop inflating the score.

They are planting cameras in the whole city starting this month, which should increase safety alot.

Having worked here for about half a year now I gotta say the city is definitely safe, at least that's my experience, maybe less safe during the night.
The buses arrive pretty fast but the drivers drive like they are carrying potatoes not people.
Things are expensive here considering the minimum and average wage, roads have holes, traffic is generally ok except at 5PM when everyone leaves work, however there is no bike infrastructure, you are forced to buy a car or use the public transport, there are no bus lanes tho, so buses get stuck in the same traffic as cars.
Pollution is not that bad but its there, healthcare seems to be getting better slowly, there are barely any parks and its pretty much a concrete jungle.
