Transportation: 7/10 (it has been getting worse and worse throughout the years because the city decided to build a light-rail that has caused too many problems. As for a car, you'll be fine)
Cost of living: 7/10 (reasoning is because everything has gone up due to inflation and covid)
Healthcare: 9/10
One thing to note, you'll experience tons of weird weathering. That includes snow during October, rain that goes from here and there, snow that ends near May/June, super windy days, etc. MN isn't bad to live and/or retire here, if you like/love the outdoors because MN is there for its Fall/Winter events.
